On January 14, 2025, the Luxembourg Institute of Science and Technology (LIST) held a press conference to present the TRANSCEND project. This event served as an excellent platform to showcase the work being carried out through our partnership.

The TRANSCEND project brings together Luxembourg’s leading research and cybersecurity institutions, government bodies, and key private-sector partners, along with stakeholders from across Europe. By promoting a collaborative approach to addressing critical issues, the project aims to significantly enhance the security of Europe’s freight transport networks and, by extension, the broader supply chain ecosystem.

The event gathered prominent stakeholders from Luxembourg and European Union institutions.
Cindy Guerlain from LIST and Bernard Stoll, CEO of LuxCargo Handling, presented the TRANSCEND project and the Luxembourg pilot, respectively. Additionally, Stéphanie Obertin, Luxembourg’s Minister of Research and Higher Education, and Anne Calteux, the European Commission’s Representative in Luxembourg, delivered speeches during the conference.

Regarding the project, Anne Calteux stated:

“The European Commission is proud to support the TRANSCEND project, a key initiative to strengthen the resilience of Europe’s freight transport networks to cyber and non-cyber events. In an increasingly interconnected world, ensuring the security of critical infrastructures is essential to protect our supply chains and support the competitiveness of the European economy. Through Horizon Europe, the Commission is committed to fostering innovation and collaboration, bringing together public and private actors to tackle complex challenges and improve the security and sustainability of Europe’s transport ecosystem.”

Rationale

Ensuring the resilience of Critical Infrastructures (CIs), particularly in the transport sector, has become increasingly vital. Today, there is a strong emphasis on securing information systems and effectively managing risks that could disrupt these essential services. Moreover, CIs are becoming progressively more interdependent across sectors; for example, energy is essential for telecommunications, which in turn supports logistics and transport operations. This growing interconnectedness increases systemic complexity and makes CIs more vulnerable to sophisticated cyber-physical attacks. As a result, understanding and modelling dependencies both across different sectors and domains, and within operators of the same CI, is not only required by regulations, but also crucial for improving preparedness, risk management, and coordinated incident response.

Objective

The primary objective of the ecosystem modelling module is to analyse an ecosystem surrounding a CI as a whole and to provide the foundations for simulating potential impacts on the resilience of a supply chain composed of multiple entities (both internal and external to the CI) by propagating risk consequences across dependencies (domino effect).
